Honolulu Plans 81 Shelters for Raid Protection
United Press reports Honolulu submitted plans for 81 air raid shelters to military authorities under Lieut. Gen. Delos C. Emmons to bolster civilian morale and food supply. The plan includes downtown splinter shelters, not full direct-attack protection, amid broad censorship rules banning war vessel movements and any discussion of military strength, weather, or enemy relations. A general order extends anti alien restrictions to Germans Italians Japanese Bulgarians and Croatians.
