Aug 1 marks the end of the one cent drop letter within rural free delivery areas while the two cent per ounce rate applies to all first class mail except postal cards. Second class postage remains unchanged by rural delivery. Rural carriers will not deliver mail they collect en route and will cancel stamps, reporting to the postmaster for credit.
