Gov Hise reports a communication from Ambassador Uboate detailing Cecil Khodet will establishing Oxford scholarships for American youths. Two per state to be recommended by educational authorities. Governor to refer plan to the Superintendent and college heads. Each scholarship funds 400 a year for three years, to begin in 10.
