Amendments Not To Go On Ballot In Michigan
Three proposed Michigan constitutional amendments were killed for failing to file 105000 signatures to qualify for the fall election. One would require all school age children to attend public schools, another would repeal the moiety clause and base apportionment on population, and a third would appoint the superintendent of public instruction. Signatures for the parochial school amendment barely topped 1000, while 110000 initiatory signatures were held back by sponsors awaiting next April. The moiety clause push drew Detroit support for greater legislative representation. The piece notes the superintendent amendment was 61000 signatures short.
