The Santa Fe New Mexican reports widespread concern over Active Water Management rules granting the state engineer power to curtail usage before adjudications. Acequia groups, municipalities, and agricultural interests say the plan violates the state and federal constitutions by bypassing due process and could shift water from rural to urban areas. Critics fear creation of seniority leases and water-master oversight without hearings, while supporters argue efficiency is needed. public comments are invited by December 12 via mail or email.
Michelle Martinez, 23, pleaded guilty to first degree felony conspiracy to commit murder and nine other fraud theft and forgery charges in the death of José Zarézua-Alcantar. Alcantar died after a car fire and injection with heroin. Martinez must testify against cosuspects and provide a sworn statement.
Carson National Forest rescinds Stage II fire restrictions across the forest after June moisture. Stage I remains in Taos County with fires allowed only in developed sites and campfire grates.
