President Reagan told Soviet Foreign Minister Andrei Gromyko that the United States would offer the Soviet Union a fair deal in ongoing negotiations. County youths excel in scholastic tests across Onondaga

College-bound seniors from 17 high schools in Onondaga County outperformed state and national averages on the Scholastic Aptitude Test for 1983 84. Some schools raised math or verbal scores by as much as 54 points over 1982 83 while others fell up to 29 points. Nine of twelve area high schools posted comparable gains or maintained performance on the ACT as reported by the Herald American last week.
