Washington report says Democratic leaders back meat control and price ceilings amid cabinet talks. Civilian Production Administrator Small warns meat shortage will affect shoe supplies within a few months as lawmakers clash over blame and policy.
Cattlemen of the Midwestern grasslands and the Western ranges will determine the accuracy of President Truman’s forecast for early relief from the meat shortage. At Paris the peace conference solidified a 75 percent war damage compensation principle for Allied property across five European treaties. The United States and Russia opposed Britain's push for full payment. Russia pressed for 33 percent as its proposal, while a 25 percent plan was defeated. The Balkans Finnish Economic Commission backed the 75 percent approach, and a Romanian treaty clause was drafted without figures.

General MacArthur issued a long statement saying American air forces in the Philippines were hopelessly outnumbered and under equipped on the first day of the war. He blamed antiquated aircraft, incomplete fields, and insufficient maintenance for the defeat and said the forces were overwhelmed by the enemy.
In Columbus at University Hospital, Mrs. Mary Jones claimed to be 65 and gave birth to her 27th child. She is married to a 60-year-old crane operator and has 21 living children, including six sets. The newborn is a girl.
U S Ambassador W Averell Harriman paid farewell calls on London prime minister Attlee and Foreign Secretary Bevin. Harriman plans to fly home Tuesday to assume the post of Secretary of Commerce.
The city will revert to eastern standard time this Sunday giving residents an extra hour of sleep. Clocks move back one hour on the last Sunday in April and forward again in September per city ordinance. Residents are reminded to set clocks before bed to avoid arriving early at church.

San Antonio faces a catastrophic flood with at least six dead and hundreds missing after sustained rains caused widespread destruction. Weather worsened as floodwaters breached barriers from Olmos Dam area flooding roads, marooning residents and halting traffic. Emergency crews used amphibious vehicles to evacuate people from rooftops and streets as the situation escalated.
