U S inflation eased for the second straight month with a 0.3 percent rise in August. Groceries gained modestly while the current account shows a $4.6 billion quarterly deficit. Purchasing power for workers fell as real earnings dropped 0.6 percent.
A 21 year old college student Randall Crystall of Florissant Mo was killed when a ceremonial cannon exploded during a University of Missouri Rolla fraternity event. Several others were injured including Susan Diehl 18 and Gerald Tarr 19.
President Carter approves a 7.05 percent across the board pay raise for federal white collar workers and military personnel, costing about 3.4 billion dollars. The increase takes effect October 1 and covers 3.4 million federal payroll employees, supported by Labor Secretary Marshall Budget Director Lance and the Civil Service Commission.
A transformer explosion at a substation near Montreal knocked out power for about 612 hours to two thirds of Quebec's 6 million people. The outage began at 3 25 p m yesterday, with electric service resuming in most areas by 10 p m. Police and Hydro Quebec reported a normalization of conditions, and the note concludes on page five.

County Comptroller David R. Elleman says he has not been asked to testify before Special Deputy Atty. Gen. Peter D. Andreoli's grand jury and would consult counsel if asked to waive immunity. He defends his office and notes Deputy County Controllers Sheeran and Visiosky, arraigned on malticount indictments, were back at work. County Director of Purchasing John J. Bachman, stunned by yesterday's events, also returned.
The case centers on Bachman and Sheeran accused of soliciting political contributions from Audit and Control staff while serving as deputy county comptrollers from 1970 onward. The charges include misdem eanors and 83 felony counts for bribery and corrupt use of position. Elleman defends the office and denies prior soliciting and says witnesses testified before a grand jury.
Weatherman at Hancock Airport says relief rain will continue tonight with improving conditions in Central New York tomorrow. Tonight low near 50 and tomorrow high in the mid 60s with a ten percent rain chance. Morrisville in Madison County reports flash flooding as two ponds at SUNY College overflowed sending water down Route 20. Flood warnings remain for the Allegheny River in the Southern Tier and Oatka Creek in the Finger Lakes.
