In a historic plan the North Atlantic Council heard a proposal to form a unified battle force using United States and German troops for Western Europe defense. The plan envisions supervision of arms production and a system of priorities with financial cooperation and US aid to boost arms output.
The government plans to convert the steamship United States, a 980 foot, 48,000 ton liner built at Newport News, into a troop transport with a faster construction schedule. Four other large passenger ships, including the Presidents Adams Jackson and Hayes, are also slated for conversion to troop carriers, each about 536 feet long and 13,000 tons.

In St Malo France a French navy meteorological frigate sank after an explosion in the Bay of St Malo about 90 miles south of Cherbourg. Thirty five officers and men were reported missing while about 40 were believed rescued. Rescue ships and tugs operated along the Atlantic coast as officials investigated the cause.
Mrs Donald B Atherton, Colorado Springs, lost her first husband Pfc Joe T Winter of Oklahoma in World War I and learned that her second husband Sgt First Class Donald B Atherton had died of wounds in Korea.

GREENFIELD Mass GP A police board fired Francis A Fitzgerald after nine years on the force for conduct unbecoming an officer and suspended patrolman Joseph A Ostrowski for six months for leaving a cruiser unattended while coffee with two nurses. The Board of Selectmen acted last night.
Meteorologist Andrew Keller notes a break in the rainy spell with a chilly night and a 64 degree high tomorrow. Rain this month quadruples normal totals, while September inches reach four, four inches above the usual monthly 2.72. The 1924 record rainfall of 6.76 inches looms as Washington's 30 day outlook suggests cooler, wetter conditions for Syracuse.
Five persons were injured by a tornado three miles north of Sasakwa Oklahoma yesterday with no fatalities reported. The storm damaged more than a dozen houses a school bus garage and several business buildings while knocking out power. The twister formed southwest of town and struck a small business district before moving through residential areas and damaging a car and a farm house where all injuries occurred.
MacArthur discussed an ambitious invasion plan during a Tokyo meeting on August 22, arguing the Inchon landing would end the war by winter and spare American lives. Despite Army and Navy leaders Collins and Sherman opposing the risky plan due to tides and treacherous waters, MacArthur insisted the harbor at Inchon existed and would enable supply lines.

Washington, Senate action blocked the nomination of William O Dwyer as ambassador to Ireland last night. Senator Hickenlooper and Illinois Democrat Lucas pressed for consideration, with unanimous consent blocked and a possible floor vote indicated.
In Inchon harbor six small destroyers were sent to draw fire from Wolmi island. The ships moved through a narrow channel and engaged North Korean batteries. The action brought heavy fire, with several hits and casualties, but the blunders of the North Koreans were praised as the mission continued.
