Poland's independent union Solidarność urged a national referendum on worker self management and said it would boycott legislation from the communist regime. The union said a nationwide poll on a national policy matter would be unprecedented in the Soviet bloc and acknowledged the difficulty of arranging it while pledging to fight the government to defend its labor principles.
