Federal agencies forecast survive until Sept 14
The Office of Personnel Management says most agencies can operate through Sept 14 despite President Reagan's veto of the supplemental $14.2 billion spending bill. Congress returns Sept 8 to decide on overrides or new measures. Only FLRA FEMA and Justice may face furloughs. Defense uses a cash shift to cover payroll through Sept 15.
