State’s child support system labeled extremely broken
An advocacy group says New York collected only 16 percent of owed child support in 1993 from 1.1 million families seeking aid. Despite 536 million collected, unpaid support and penalties could total as much as 8 billion. The report blames court involvement and weak enforcement, noting only 28 percent of court orders are collected. Residents recount long battles through the courts as delays and legal fees mount. The state has begun suspending licenses for noncustodial parents in arrears to boost enforcement.
