Reno Nevada reels as the swollen Truckee River floods the gambling capital with multi million dollar flood damage. Thousands surrender to chaos and stay to gamble as casinos report booming business. Water fills hotel lobbies and spills over bridges, trapping residents.
Governor Warren proclaimed a state of emergency for California's Central Valley flood chaos. State agencies were authorized to deploy staff and gear to aid rural communities. National Guard units were alerted for flood duty as rivers surged and bridges went underwater, isolating towns.

President Truman signed an executive order to allow defense agencies to appoint outstanding executives to dollar a year posts. The order lets agency heads hire persons of exceptional experience without compensation while serving in government posts at no pay or at a nominal one dollar salary.
Soviet delegate Jacob Malik and U S representative John Foster Dulles met privately for an hour at Lake Success to discuss the Japanese peace treaty. Malik submitted a memorandum seeking clarification on Dulles suggestions.

The Boston Herald reports Maurice J. Tobin is expected to resign as Secretary of Labor to become Democratic National Committee chairman, succeeding William M. Boyle Jr. due to Boyle's ill health. Plans call for Tobin to take over shortly after January 1.
A high wind collapsed a partially completed recreation hall at Turkey Point on the Hudson River eight miles north of Kingston, killing Walter Hamilton 68 of Flatbush and trapping two others. The collapse occurred today during ongoing construction. Police and rescue crews responded to the incident.
A Senate subcommittee chaired by Lyndon B. Johnson blasts Administration preparedness as flimsy and slow to meet communist threats. It criticizes the Munitions Board and GSA over four cases including a $4,000,600 alcohol plant sale to Schenley Distillers and a $7,100,000 Omaha plant lease. London reports Hector McNeil British cabinet minister and former UN spokesman will fly to New York on Thursday with China’s delegation to the United Nations. A Foreign Office spokesman says McNeil has no official assignment but may discuss major political issues informally. Officials note unofficial peace talks on Korea are under discussion among the United States Britain France and the Commonwealth.
Nanty Glo pa 22 year old apprentice carpenter Don Thomas went squirrel hunting yesterday and returned with a dead monkey after spotting it in a tree top. He said it looked like a squirrel and fired. Game protectors suggest the monkey had roamed at large since escaping a carnival near Nancy Gio last summer.
James Wigner faced eviction as he plans to move in with friends today leaving his wife and two children in the rented Davenport home. The District Court dismissed the eviction as applying only to him.
Baltimore report says seven Russians living in the Soviet Union receive U S social security totaling 2346 dollars yearly. All recipients are over 65. Three worked in the U S and returned to Russia. one is a U S citizen. The four women are four widows or wives of former American workers.
Navy recruit Arthur P. Sullivan hopes to serve aboard the destroyer The Sullivans named for his five second cousins. The cousins perished when the light cruiser U. S. S. Juneau was sunk with heavy loss during World War II.
Communist resistance collapsed in northeast Korea as the U S 7th Division reached the Manchurian frontier. Seventh Division seized the abandoned border city of Hyesanjin without opposition and widened its hold on the Yalu River opposite Manchuria. On the eastern flank the South Korean Division raced 12.
A 10th Corps spokesman said American soldiers will have a Thanksgiving dinner with turkey on the banks of the Yalu River. The fresh meat is the first ashore for the troops since the corps landed in Korea, with turkeys moving forward from Hamhung to forward lines.
A MacArthur spokesman said Chinese Communists completed a defense line along the approaches to Sinuiju and the Yalu River power plants in northwest Korea. He warned they may mount a strong stand there and possibly a new offensive from the line as U S Marines push along the Chosin reservoir and the 250 mile front remains under heavy fighting.
In San Francisco the Senate Crime Investigating Committee opened a hearing on alleged ties between gamblers and federal tax officials. Senator Kefauver announced subpoenas for at least 312 Northern California gamblers and underworld figures, with William Burkett expected as chief witness. Burkett says he resigned over Federal tax evasion prosecutions.
In Bethel Alaska more than 300 patients were moved to safety as a fire ripped through a service hospital. A Vancouver observer reported the incident noting one man was injured and others saved. authorities say the thief slipped away with $37 before police caught him.
Judge Breed voided a restraining order on DePasquale’s funds allowing Attorney Paul Shanahan to claim 1015.13 assigned to him. The hospital earlier received 717.43 from DePasquale’s burglary case while crime details include the Hickokaw home ambush where Gimusha was killed and Amato and DePasquale wounded. The legality of the assignment was contested, with Kyodo noting Tokyo monetary growth and broader implications.
