Washington observers describe Anthony M. Kennedy Reagan's pick to replace Lewis F Powell Jr as a Powell without a Southern accent. They note Kennedy shares Powell's gentle style and unpredictability, shaping pivotal 5-4 decisions on the court's most contentious issues.
Kennedy, a federal appellate judge, earns favorable early impressions from senators across parties. Reagan praised Kennedy as a courageous, tough but fair jurist as he begins visits with lawmakers, signaling solid Senate reception.
A pre dawn blaze gutted the 145 year old Scott United Methodist Church on Glen Haven Road near Cortland. Fire Chief Don Butler said no one was inside and the interior was ruined while walls and the steeple remained, prompting fears the bell tower could collapse. About 109 firefighters from five departments battled the fire overnight.
The nation’s trade deficit narrowed from 15.7 billion to 14.1 billion in September, with exports rising to 21 billion and imports easing to 35.1 billion. Analysts say a sub 15 billion deficit would please markets, following July’s 16.5 billion gap. The report appears on page A13.
Syracuse University rower William Sanford, 48, of Salina, was chosen as the sixth chairman of the Onondaga County Legislature by the 15 member Republican majority. The vote also named Robert Tomeny, 45, of Cicero as GOP majority leader, with Lipe of Pompey among other contenders. The chairman post, worth a $2,000 car allowance, awaits approval at the Jan. 4 meeting. Tomeny will receive $3,500 extra as majority leader atop a $14,550 annual salary.
President Daniel Ortega of Nicaragua renewed a plea to negotiate directly with the Reagan administration on Security issues during a three day US visit. He spoke at the OAS and privately met House Speaker Jim Wright, who pressed for a Cen tral American peace plan. Ortega asserted Nicaragua does not threaten the US but is ready for a verifiable agreement.
