Two year old Hallif L. Brown of 335 Fones Ave suffered second degree burns to both thighs legs and left foot when a pan spilled on the kitchen floor. The child was treated at St Josephs Hospital and later discharged.
A ten year capital program for the city school system will be discussed at a joint meeting of the board of education, common council and board of estimate at 8 30 P M tomorrow. The tentative program seeks at least 1 000 000 annually for the next two years. The session follows earlier briefings to the finance committee led by Marcelus Eichenlaub and involves Mayor Corcoran and other city officials.
Parents of seven youths seriously hurt in an August 7 crash north of Syracuse filed claims against the State of New York totaling 133 865 81. The accident occurred when a car failed to make a turn into a ravine and the curve was allegedly improperly posted and banked. Claimants include Frank Miller and several family members, with sums for pain medical expenses and loss of services. Attorneys Hoffmann and Cole filed the claims.
Mrs Bertha Day Clark of 404 W Beard Ave widow of Willem G Clark died today in Crouse Irving Hospital. She was a Betts Memorial Church member. Surviving are son Robert T Clark of Hagerstown Md a sister Mrs Maynard Robinson of Syracuse and two grandsons. A prayer service will be at Fairchild Meech Funeral Chapel at 11 A M tomorrow. Dr Ellsworth C Reamon will officiate and the funeral is set for 3 P M Friday at Sprague Funeral Home Gouverneur.
Services for Mrs. Mary E. Youngs of 2654 East Fayette Street will be at 2 PM Friday at Greenleaf Funeral Home with Rev. Charles Benton officiating. Burial is in Tully. She lived in Syracuse 65 years and was a member of St. Pauls Church Mayflower Lodge 100 and the Ladies Auxiliary, Brotherhood of Railway Trainmen. Survivors include two daughters, six grandchildren, and six great grandchildren.
The Syracuse and Onondaga County Red Cross chapter began its 72nd year after yesterday's annual meeting led by reelected Chapter Chairman John L. Haley. Volunteers were honored for long service. nursing pins and badges were awarded to nurses with extensive tenure. The meeting included a treasurer's report showing Blood program costs and supplies valued at over two million dollars, plus substantial home service aid.
Alfred J. Leubner, 25, of Marietta RD 1, pleaded guilty in County Court to first degree grand larceny for stealing a $750 Holstein cow and attempting to sell it for $250. Judge Leo W. Bread deferred sentencing to November 25.
Federal taxes in the 26 county Syracuse district rose sharply last month. Income taxes and withholding totaled 24,000,000, up from 15,250,000 a year earlier, pushing total collections to 28,800,000 versus 18,465,000. Other categories show varied gains and declines across jewelry, estate and gift, beer, and other items.
Robert Groneau an 18 year old of 308 Union Place is located in Cedar City Utah on a second degree grand larceny charge from Syracuse. He allegedly stole 581 dollars from Group Parts Inc and was arrested after a companion alerted Syracuse police and Cedar City officers watched a Western Union. Groneau waived examination. He was with Robert McNamara 19 of 112 Rosewood Avenue who had been reported missing since November 4.

Allan J. Baker of 116 Clark Street died today in Crouse Irv ing Hospital. He formerly ran an electrical appliance store. Survivors include wife Clara M. Jones Baker and daughter Mrs. Elmer S. Wilber. Private services set for 2 PM Friday at Fairchild and Meech Funeral Home with visiting hours 2-4 and 7-9 PM tomorrow.

Billy the tan cocker spaniel puppy and Syracuse University mascot has vanished after being let out near Archbold Stadium. The four and a half month old dog wears a bright orange blanket and has attended all games this fall. Onondaga County authorities hunt 29 year old Robert Lee Church of 6 Aldrich Street Auburn after he allegedly picked a lock to escape from the prison hospital. He climbed down a bedsheet rope from the third floor at 9 PM yesterday. Church, jailed for petty larceny, was to finish his term December 13 and begin parole violation duties at Auburn State Prison. He is five feet nine, chestnut hair, black eyes, wearing gray prison garb and glasses.
George B. Parsons of Sodus elected president of the Wayne County Bar Association. Parsons opened a law office in Sodus nine years ago and served in the Legislature for 14 years as a member of Murphy, Young & Parsons.
Four men identified by a painter as the assailants in a robbery and assault were to be arraigned in DeWitt. Claude and Clayton Gardern both 21 from Fulton Howard Davenport 20 of Ira Cayuga County and Theodore Unger 24 of North West Street were accused of taking Edward Spella's wallet and dividing $24. Deputies tracked three to a West Fayette Street grill and Unger after a short chase on South Clinton Street. The men reportedly confessed to the theft and beating before capture.
Registration for tonight’s blood drive at the Red Cross Center rose to 63 donors, but the 130 needed to keep supplies safe remains far out of reach. Staff seek more volunteers for tonight and tomorrow as groups canvass for donors. Tonight 4 to 9, tomorrow 11 to 5, appointments urged at 33121. Yesterday yielded 42 pints. minimum 100 pints per center day required.

Alphonse E Williams 33 of Cedar Street entered a mandatory not guilty plea to first degree assault in police court and was ordered held for the grand jury by Judge William Bamerick after a shooting and fight at Cedar Street address 538.
Le Moyne College debate club members met William F. Walsh of the New York State Commission Against Discrimination in the commission office to study the state law on employment discrimination. They prepare material for a national topic proposing a compulsory fair employment practices act. Walsh notes the commission uses conference and conciliation to settle cases and favors this method over sanctions. Ray Zimmer led arrangements.
