Voters faced steady rain as Syracuse city and Onondaga County voters entered a heavy polling stage around noon. About 32 percent of 56,923 registered city and county voters had cast ballots, with 37 percent by 1 30 PM. Observers eyed Democratic wards and county totals as shops closed later.
Rain did not slow New York voters as they cast ballots in the $400 million veterans measure and other questions. Noon tallies showed Albany 25 percent, Troy 35 percent, Schenectady 33 percent, Rochester about 24 percent by 11:30. Buffalo 20 to 25 percent at noon. Utica slowed five hours after a quick start. John G. Winant wartime ambassador to Britain and former New Hampshire governor shot himself Monday night with a 32 caliber Belgian pistol. Medical Referee Clarence E. Butterfield ruled death a self-inflicted act, noting overwork and a heart condition. His secretary said Winant had health issues and was advised to rest.
President Truman expressed private condolences to the family of John G. Winant former ambassador to Great Britain who died Monday in an apparent suicide after kidney or bladder trouble. Governor Dale called Winant a casualty of World War II and noted he had just finished his memoirs.
The United States submitted a revised plan to the United Nations calling for withdrawal of American and Soviet troops from Korea within 90 days after establishing an independent Korean government. It envisions national security forces and dissolution of all Russian style formations, with elections set by March 31 next year.
Stanislaw Mikolajczyk, who fled Poland claiming Communist danger, announced in London he will go to the United States. He was flown from the British zone of Germany and arrived after a dramatic flight across the Soviet zone. The 4th Wave has not yet decided on joining the International Peasant Party in Washington.
The State Department stated it has not received official word that Stanislaw Mikolajczyk plans to visit the United States. Officials noted the American consul-general in London holds authority to issue visitor visas.
In a statement issued at his wife's cottage in Kenton Middlesex, Mikolayezl said he was tired from a hasty secret journey to Britain and did not say when he would leave for the United States. He cited his native country as under increasing pressure.
Twenty Yugoslav soldiers tried to breach the Free Territory near Monrupino five miles east of Trieste. The clash triggered a brief firefight but caused no reported casualties as Free State police repelled the attackers at the demarcation line.

The Army transport Charles A Stafford rescued 31 crewmen from the Portuguese schooner Maria Carlota after it sent an SOS reporting it was sinking in the mid Atlantic. Captain Gunnar Van Rosen said two lifeboat trips saved the sailors before the three masted ship was set afire by departing crew. The Stafford proceeds west with the survivors en route to New York, due Saturday.
Dr Israel Weinstein resigned as health commissioner and two hours later Mayor William O Dwyer swore in Dr Harry S Mustard director of Columbia University school of public health as his successor in New York City.
In Scotland 39 cities and towns voted in municipal elections seen as a barometer of Attlee’s Labour government. Conservatives gained many councils while Labour lost seats. the swing reflected public discontent over austerity and policy, as the House of Commons rejected an attempt to block a Labour Ministry job-redistribution measure.
