Food stamp participation falls after years of growth
After four years of rapid rise, food stamp rolls declined from February 1994 to February 1995. USDA data show 26.76 million recipients in February 1995, down from 27.85 million a year earlier and a drop of over 1 million from February 1994. Experts cite improving economy and welfare reform, with state limits and work requirements, as factors.
