Excelsus, parent company of BlueCross BlueShield of Central New York, reports a doubled surplus as revenue and margins improve. The earnings gain reflects stronger underwriting results and cost controls across the regional insurer’s portfolio.

Syracuse University outlasted 22 applicants to win a 15.9 million state grant for a world class environmental research center. Gov Pataki praised the project as bringing cutting edge research and product development to Syracuse. The STAR center will house the New York Environmental Quality Center in a new building at the universitys South Campus research park. A consortium of universities and institutes will research indoor environment controls and translate findings into local product development.
Onondaga County sheriff's deputies report a 2 year old boy, Austin Gushlaw, drowned at a Van Buren home after briefly being unattended near an uncovered in ground pool. The grandfather, Bertram Gushlaw, 46, was baby-sitting when the incident occurred. He performed CPR before rescuers arrived at 11:54 a.m. The boy died at University Hospital despite doctors' efforts. Authorities note debris in the pool and possible water play with a sandbox. No charges expected.
