Enable, a United Cerebral Palsy affiliate serving 1,200 Central New Yorkers with disabilities, lays off staff and reassigns workers as it faces a $500,000 debt and $200,000 current shortfall in a $9 million budget. Executive director Sara Wall-Bollinger says state funding is not keeping pace with costs for counseling and housing programs, with per child costs for services and higher per person housing expenses driving the crisis.
