Senate Republicans push for about 60 billion dollars in tax cuts this year as part of Bush’s broader package aimed at reviving the economy. Democrats argue the plan is too costly and favors the wealthy, while the divided 50 50 Senate proceedings show limited cross party support.
The Census Bureau reports 49 million students in first through 12th grade in October 1999, mirroring 1972’s baby boom peak in size but with far more diverse racial and ethnic makeup. Non-Hispanic whites 64 percent, blacks 16 percent, Hispanics 15 percent, Asians and Pacific Islanders 5 percent. One in five elementary or high school students had a foreign-born parent. Enrollment in nursery school rose about 50 percent since 1964 small but notable, with over half of children in all-day kindergarten by 1999. Dropout rates hover around 4.7 percent overall, higher for Hispanics and blacks.
