Gov. Hugh Carey yesterday signed a package of bills expanding school transcript protections and targeting private trade and correspondence schools. The measures include criminalizing false transcript entries and increasing licensing renewal intervals, with higher re-registration fees to offset reform costs. The package also covers district residency for school board elections, felon voting limits in district elections, and shifts lottery regulation to a separate agency. Additional actions include housing seed money for nonprofit developments, syringe disposal rules, admission of veterans’ fathers to the Oxford home, and funding to expand Foster Grandparent programs.
