Victory in Defeat in Foster Nomination Fight
Peter A. Brown reports that Foster's nomination was effectively killed by a three vote Senate filibuster, while Clinton gains by appealing to liberal and abortion issue allies. GOP leaders used the fight to signal support for conservatives, with Dole and Gramm crowing over the outcome as a strategic victory for party unity and donor interests. Kate Michelman warns the vote opens a broader campaign against abortion rights.
