Levy seeks lower DWI threshold in New York
ALBANY Senator Norman Levy proposes reducing New York driving while intoxicated BACs to .08 for adults and .04 for under 21. If enacted, two drinks in an hour could convict an underage driver of DWI, down from the current .10. The bill has no Assembly sponsor and faces slim chances this late in the session.

Opinion can libel, court says
The Supreme Court ruled that First Amendment protection does not automatically shield expressions of opinion from libel. In a 7-0-2 decision written by Chief Justice Rehnquist, the court said opinion can be libelous if it implies a false factual assertion. The ruling, reviving a Milkovich case against Diadiun, signals more libel trials and narrows the shield for opinion pieces.
