Vinson bill sparks debate over military training and reserve powers
Commissioner Edward Dickinson rebutted a Republican claim about Gov Harriman friendly to towns. The Vinson measure would cut total active duty and reserve obligations to six years and keep a section enforcing reserve drill commitments. It omits restoring presidential recall powers, and rezervists could face 45 days on active duty for missing drills. Dickinson urged county supervisors to form planning boards to attract industry amid concerns over defense and commerce in New York.
