Whose job is it to test pollution in Syracuse

An Onondaga County Health Department crew tests air along State Fair Boulevard and Milton Avenue in Solvay using a carbon filter system. The county notes past state tests on tar beds linked to Allied Signal Inc. did not show alarming benzene levels, while now they conduct their own tests. The state DEC monitors carbon monoxide at Almond and East Adams streets, Syracuse, for the EPA, and a long-standing DOT monitor at Interstate 81 overpass is now under DEC oversight. Responsibility for air monitoring spans federal, state, and county agencies, with costs cited as hundreds of thousands of dollars. Some officials criticize state responsiveness and call for expanded county sampling efforts.
