A federal appeals court in New York overturned a ruling that would have raised state and city census figures by as much as one million people and ordered a new trial. The 2nd U.S. Circuit questioned granting such an increase without considering effects on other states.

In Albany an assessment bill would extend the revision deadline to October 30. The current deadline is Monday and weeks of study have not yielded agreement. Assembly and Senate staffers will continue talks through the weekend but few expect a quick compromise. Lawmakers want to wait for the Court of Appeals ruling this summer or early fall.
