Supreme Court Lets Unemployed Parents Choose Welfare Over Aid

The Supreme Court ruled unanimously that unemployed parents may opt for welfare rather than unemployment compensation, citing 1968 amendments to federal welfare laws. Justices said Congress and states would need to change the law to force exhaustion of unemployment benefits. The decision upholds a Vermont case and leaves Watergate defendants Barker, Martinez, Sturgis, and Gonzalez with existing pleas. The court will also review a coal mining black lung benefits provision challenged in Kentucky.
