A second bill to curb Education Commissioner Ewald Nyquist has been introduced in the New York State Assembly. Assemblyman Melvin Zimmer of Syracuse says the measure would let the State Board of Regents override Nyquist in cases where formal policy exists, citing concerns over forced busing and the commissioner’s authority. The plan follows Gov. Carey vetoing a judicial review bill and comes with a separate Article 78 review proposal, aiming to place checks on Nyquist by the Regents and courts.
