Delay in Carousel Center expansion stalls Inner Harbor plan
Pyramid's Carousel Center expansion faces delays as oil companies and the state DEC negotiate cleanup of contaminated soil and water in Syracuse Inner Harbor. Construction has been pushed from 1998 toward 2000 with broader plans to revitalize the harbor including a marina, shops, and amphitheater, while public improvements proceed separately.
