Bush presses campaign for balanced budget amendment
The White House launched a major push for a constitutional balanced budget amendment as House leaders advocate an enforcement mechanism. President Bush held four meetings and spoke at a Los Angeles Republican amity breakfast via satellite, while budget director Richard Darman warned of entrenched Washington interests. Lawmakers debate timing, with Byrd predicting Senate failure but Stenholm optimistic in the House. The measure requires two thirds in both houses and state ratification, with opponents arguing it would shift budget decisions to the courts.

High black infant death rate puzzle stumps researchers
Health researchers report that infants of college educated blacks die at about twice the rate of white peers in the first year. A study by Dr Kenneth C Schoendorf found 10 per 1000 black infants died versus 5 per 1000 white infants, based on 865,128 white and 42,230 black babies with college educated parents.
