Governor Pataki and leaders report an agreement in principle on a state budget but final details delayed action. A Herald Journal review shows deputies at Onondaga County jail earned excessive pay through a convoluted payroll system. Deputy Rufus Banks received 418 dollars for eight hours of vacation pay, eight hours of holiday bonus, and eight hours of overtime all on one day. Other officials, including Captain Lawrence Albanese and Captain Thomas Galka, also received inflated pay via vacation days on holidays and compensatory time, with department officials defending the practice as acceptable.
In Onondaga County Siang Lama jail employees reportedly exploit a system granting extra pay for each holiday worked. A cited case shows Jail Deputy Rufus Banks earning $418 for a single Election Day 1994 shift at $14.92 per hour, including vacation pay, holiday bonus, and overtime at time and a half.
A CDC study shows HIV cases among gay Black and Hispanic men climbing much faster than white peers from 1989 to 1994. Overall male HIV infections via gay sex rose 30 percent nationwide with white men up 14 percent, Black men 79 percent, and Hispanic men 61 percent. Rural areas saw a 69 percent rise versus 24 percent in large metros.
