Deputy Defense Secretary Paul Thayer told defense contractors they could trim 10 to 30 percent of costs by getting weapons and equipment right the first time. With an proposed 1984 arms budget of 94.1 billion dollars, taxpayers could save 9.4 to 28.2 billion without reducing force levels. Thayer cited rework waste on assembly lines and urged top management to own quality, noting a culture of shoddy workmanship erodes readiness and credibility.
