The National Weather Service says mostly sunny skies tonight with low temperatures around 60 to 65. Tomorrow will be mostly sunny with a 30 percent chance of an afternoon thunderstorm and a high near 85. Monday through Wednesday will be partly cloudy with daytime highs in the 80s.
After 31 months of talks at a 35 nation Madrid conference, East and West agreed to a compromise document on European security and human rights. President Reagan called it significantly better than the 1875 Helsinki accords as provisional agreement was reached to strengthen Helsinki provisions including enhanced security, economic cooperation, human rights, and information flow.
In a largely ceremonial action, the Senate voted 84 to 4 to table an amendment proposed by Sen. John Tower that would have stripped MX missile funds from the military spending bill. Tower, an MX backer, offered and then moved to kill his own amendment to end debate.

An eight year old leukemia patient at Charity Hospital received a bone marrow transfusion from an unrelated donor. Doctors said it is too early to judge success but noted the operation had potential to prolong life. The donor was Stuart James from London, matched after eight months of searching.
