In the first issue of Herald dated January 15 1877 Arthur Jenkins founder declares an independent course and readiness to discuss public questions and back men and measures that advance the people’s interests.
The piece argues that lottery sales miss predictions by a wide margin with only one in six people buying tickets. It notes June sales at about 7 million dollars instead of 30 million, and explains how most receipts fund education while upstate districts receive little. It warns of cut rate tickets and frames the lottery as education for gambling.
The editorial argues against piecemeal troop deployments in Vietnam after McNamara's ninth tour. It urges decisive mass action with two deep water ports and five jet airfields, to squeeze every ounce of power and surprise once a full appraisal ends.
