Republican leaders urged strict economy as the Governor proposes a lean 1941 42 budget with no new taxes and a projected end year surplus. They vow further scrutiny to trim allocations including highway programs and unemployment aid while defending defense needs.
Lehman outlines appropriations and pending charges for 1941. It estimates unemployment relief needs, tax collections before June 30, 1941, and a prospective operating surplus to offset the accumulated deficit. Final figures show a prospective accumulated deficit of 408,344,121.55 dollars and an accumulated deficit of 15,905,221.93 dollars after adjustments.
The plan reduces the current year starting at 30 million to 15.9 million by June 30 1942 while preserving existing taxes. It eliminates a 300000 milk publicity outlay and adds over 1.6 million to the executive department for defense needs. Defense outlays include armory guarding 670000 and state police pay 520000.
