The Onondaga County Legislature approved a 30 year PILOT tax deal to support Carousel Center mall expansion, clearing a $900 million project that could transform Syracuse. The vote 14 to 10 ended eight months of debate with a strong lobbying effort on both sides. Construction on phase one could start in spring 2002, as Pyramid Cos aims to build the full project in three phases with SIDA handling the tax agreement.
