The Herald Journal reports a potential deficit up to 10 million dollars for Onondaga County this year. County executives instructed department heads to refrain from filling new vacancies and to begin a hiring and wage freeze to reduce costs amid reduced state and federal aid.
Governor Hugh L Carey proposes a 10.7 billion no tax increase budget drawing skepticism from Onondaga County Republican lawmakers while local Democrats praise the plan. School board leaders slam the executive budget for lacking clear priorities and warn of long term harm to school funding. Republican Sen. Martin Auer supports no new taxes but will review cuts for impact on services. Assemblyman Melvin Zimmer calls it a no tax increase budget ending years of overspending and says balance is needed to enable a 4 billion education borrowing.
In Moscow Kissinger pressed Brezhnev on Angola during talks on a new arms accord. Brezhnev refused to discuss the conflict, saying Angola is not his country. Kissinger noted the issue was raised but kept focus on restraint and mutual interests amid rising Soviet support for a Marxist faction.
The 1977 budget sketches gains and losses across sectors. Winners include Medicare beneficiaries under new protections and Rockwell International tied to B-1 program, while losers feature civilian federal workers pay raises, pension escalators, reserve pay cuts, and layoffs.

December saw 0.5 percent gains after 0.7 percent in prior months, with yearly increases in services 8.1 percent, foods 6.5 percent, and other items 6.2 percent.
Britain and France launched Concorde commercial flights with Paris to Rio de Janeiro and London to the Persian Gulf. The French jet carried 93 paying passengers versus 28 nonpaying aboard the British entry. Soviet Tupolev 144 had already started Moscow to Alma Ata operations with plans for later passenger service.
An estimated 3500 to 4000 Palestinian guerrillas crossed from Syria into eastern Lebanon overran a Christian village and pressed on Zahlah in the Bekaa Valley. The Lebanese army reported mounting fires on posts while fighting continued with heavy artillery.
