Foreign students increase in New York higher education. At Columbia University Extension director Jasney C Rae reports refugees and citizens of foreign nations have risen 66 percent, reflecting wartime displacements and demand for English study.
Berlin reports Germany warned France last July it would annihilate the Polish army if war came, and that Paris wanted to use its Poland obligations. Ribbentrop’s June note to Bonnet outlined German policy, warning of immediate German action if Danzig or Polish borders were violated and that France would bear sole responsibility for any war.
