East German to Cut Forces in Half and Phase Out Troops

East Germany and West Germany faced a broad demilitarization push as the Communist Party proposed cutting both armies by 50 percent by next year and phasing out foreign troops by 1999. The plan, reported by ADN, also urged restraint on modernization and linked military cuts to economic restructuring. East German leader Gregor Gysi framed the move as strengthening the party ahead of May elections, with NATO commitments complicating full acceptance in the West. A European Security Union concept and a potential dissolution of Cold War blocs were discussed as postwar gaps narrowed. Former leader Erich Honecker’s status was also noted.
