Salina assessor uses uneven system to slice tax bill

William Johnson pays more than his share under an underfunded assessing system. Johnson sold his Ear Avenue house for 12 500 last Aug 2, assessed at over 19 percent of value. If reassessed this year, the ratio would drop to about 11 percent. The assessor, Charles Taylor, oversees 24 million in town county and school taxes for nearly 13 000 property owners. The law requires property taxes reflect value, but the system relies on averages, leaving many homeowners over or under billed. The article notes no recourse to reclaim overpaid taxes.
