A gunman holds a pregnant 19 year old mother Earline Jones and her 18 month old son Clinton at 180 South Ave as police negotiate. After nearly 12 hours, LeRoy Cotton, 90, has given no indication when he will release the hostages and one man is dead.
The National Weather Service Hancock Field extends flash flood watch through tomorrow for western and central New York. Temperatures rise today with a 20 percent precipitation chance tonight and 40 percent tomorrow as clouds thicken. Heavy rain and ice jams drive flood concerns across the upper Ohio Valley and lower Great Lakes while warnings persist in Maine New Hampshire and Vermont.
The Public Service Commission will holding hearings to reconsider the fuel adjustment clause that lets utilities pass fuel costs to customers without review. Officials aim to tighten administration and explore changes to encourage lower costs and better use of generating facilities. The hearings will examine incentives to shop for cheap fuel and prompt repairs at plants.
Four acquaintances offered to venture inside the South Avenue house to talk Cot ton out but police refused fearing harm to them. Cotton holds hostages with a .22 rifle after shooting a man identified as George Sparks dt. 24. He demands cigarettes only, while police seek a safe resolution and a motive remains unclear.
Beverly Jones describes how LeRoy Cotton locked her in his second floor unit and held her sister Earline and a young nephew at gunpoint. She overheard reports via radio hours after the siege began and urged ongoing dialogue to end the standoff.
Regents tentatively endorse a five week winter closure if the state Board of Regents approves at its March meeting. The plan would close all districts Dec 24 to Jan 20 with 180 days of instruction required between September and June.
Idi Amin ordered all Americans in Uganda kept there and sent a telegram to President Carter demanding the United States address its own human rights problems. About 200 Americans, trapped in Uganda, awaited word on a Monday meeting with Amin in Kampala at 11 a.m.
