Norstar to Acquire Syracuse Savings Bank in NY

Albany based Norstar Bancorp plans to buy Syracuse Savings Bank for 1.2 billion and invest 100 million to stabilize the city’s oldest bank. Norstar will run it as a savings bank for at least 18 months and may convert regional banks to savings institutions later.

Syrian troops poised to halt Beirut battle

About 4000 Syrian troops with tanks and armored personnel carriers were ready to enter west Beirut to end a week of factional fighting that killed at least 200. Heavy sniper fire lingered in several districts while Shiite Amal and Druse allied forces faced Lebanese Communist Party fighters. Syria, already a key power broker with 25,000 troops in Lebanon, coordinated the intervention after talks in Damascus.

Cuomo seeks tax cuts across top rates and exemptions
