IRS audit rates dropped sharply as staff were diverted to other tasks. For those under $25,000 the audit rate was 1 in 161, while those over $100,000 faced 1 in 100 audits. Commissioner Rossetti urged budget increases to reverse the decline and lift audit levels next year.
OCRRA faces an 822,050 dollar penalty soon for producing too much or too little waste at Onondaga County's incinerator run by Ogden Martin Systems. Projections show another roughly 1.2 million dollar penalty next year. Last year county residents and businesses dumped 335,100 tons, the highest since the county law requiring recycling went into effect in July 1990.
Onondaga County Resource Recovery Agency paid penalties in five of six years when annual burn totals deviated from 295000 tons. The limit rose to 336000 in 1998, and OCRRA seeks a state permit increase to 361350 tons. OCRRA accuses Ogden Martin of not updating the contract limit with permit raises, risking millions in costs as debts mount.
Onondaga County official Michael Bragman said he is seriously considering a 2003 bid for county executive and plans a major fundraiser this summer. Bragman’s political future followed his failed bid to depose Assembly Speaker Sheldon Silver last May, which stripped him of leadership and most of his staff.
President Bush flies to Mexico to meet President Vicente Fox in San Cristobal to ease immigration trade and drugs tensions. The leaders aim to strengthen Western Hemisphere ties and plan the April Summit of the Americas in Canada, with a deeper U S Mexican partnership framed by cooperation and mutual respect.
