Thirty days after war began in the Persian Gulf, Iraq agreed to withdraw its troops from Kuwait while Allied air and ground actions continued. Markets reacted as oil and gold prices fell and stocks rose, though Allied forces remained skeptical of the withdrawal offer.
Iraq and Saudi Arabia announce in a Baghdad communiqué that they will meet UN demands by relinquishing Kuwait but tie their withdrawal to allied forces leaving the region and to an Israeli pullout from occupied lands. The message, read on Baghdad Radio, is issued by Iraq’s Command Council led by President Saddam Hussein.
US military officials state the campaign goes on and the war will continue despite Iraq demanding an immediate cease-fire. In Washington the White House warns promises are not enough while Baghdad celebrates with air raid sirens and gunfire. The Soviet Union seeks more information on Iraqs proposal as Kuwaiti events unfold.
