President Clinton uses a recess appointment to install Roger Gregory of Richmond as the first African American on the 4th U S Circuit Court of Appeals serving Maryland North Carolina South Carolina Virginia and West Virginia. Ex education secretary backs online schools beginning kinder garten through 12

Former Education Secretary William Bennett promotes K12 online schools as a formal education path for a generation raised on the Internet. The for profit school starts enrollment next fall for kindergarten through second grade and plans to expand to all grades with math science arts and sex education. Costs span from 25 for skill tests to about 2000 for full lesson plans and annual software.

New Census Hints At Shifts In House Seats Across States

Census results set to redistribute 435 seats with Arizona and Texas forecast to gain two each while New York and Pennsylvania may lose two apiece. California could add one, Colorado Florida Georgia Nevada also projected to gain, with Montana Georgia Illinois Mississippi Ohio Oklahoma and Wisconsin each losing one. Lower cigarette sales cut New York settlement share

Office worker charged with five bank robberies

NEW YORK. An office worker, Smithson Smith, 47, was charged with five bank robberies and is believed to have robbed 13 more near his Manhattan office and Brooklyn home over two years. He passed threatening notes to tellers and stole over $73,000, while holding a steady job and a college degree with no prior record. Police said there was no sign of addiction or debts and his motive appeared to be inability to find affordable housing, with the family living in a $95-a-night Brooklyn motel.

Online payment firm to open in Albany area

Go2Pay.com will set up in the Rensselaer Technology Park in North Greenbush across the Hudson from Albany. Gov Piatt and officials announced the plan to create about 150 jobs next year and as many as 900 over five years while building a new headquarters. The firm specializes in Internet payment processing with its partner IS International also based at the park near Troy.

Salt shortage strikes Buffalo roads amid heavy snow
