Fulton mayor's brief, dramatic first days end in snow
In January 1994 Fulton faced a blizzard that halted city life five days into Don Bullard’s term. Police and city leaders described a snow emergency, with 42 inches falling and ambulances and patrol cars stranded, testing Bullard’s plan to run Fulton like a business.
