Togo West born June 21 1942 in Winston Salem North Carolina earned a BSD from Howard University in 1965 and a JD in 1968. He served as patent researcher, law clerk, and JAG officer before rising to senior posts in the Justice and Defense Departments. He became Secretary of the Army on November 22 1983.
