Buffalo Inquiry Nears End Amid Grand Jury Report
Special Prosecutor Frank G. Raichle said the extraordinary Grand Jury will file its final report to Supreme Court Justice Albert Conway on Friday. The probe, begun in 1937, has led to indictments and convictions of more than twenty people over two years. Governor Lehman named Justice Conway to the Court of Appeals, a move announced hours after. Raichle prefers to wrap the inquiry this year rather than extend under a new jurist. The final report is not expected to include further indictments.

Uncertainties over delivery of new arms and equipment hinder War Department plans to mold the regular army into a prepared fighting force. The first peacetime maneuvers for the First Fifth and Sixth divisions are tentatively set for April in the South, depending on the arrival of about 10 000 motor trucks and other vehicles ordered this month.
