Debate over college tax break may boost tuition
The White House tax break proposal would let families earning up to 100000 deduct up to 10000 for tuition from vocational to Harvard levels, potentially raising tuition to preserve benefits. Educators warn aid may shift to richer families, while poorer students risk less aid and harder access. Brown University's Vartan Gregorian suggests a National Students Savings Bank with tax free growth to fund higher education.

State officials push hiring limits for essential services
State budget director Rudy Runko ordered agencies not to hire unless needed for health or safety. Since Nov 8, 2003, the state employed about 100 fewer people by Nov 30 than the prior year, with agencies reporting net losses post election. Office of Mental Health says 1735 hires and 245 losses since Nov 8, including 98 health workers. Medicaid reimbursements could be at risk without filled positions. Parks Department added 11 staff for Bear Mountain staffing, while 23 resigned or retired, justifying the conservation educator role for museum and animal care needs.
