National plan to curb Supreme Court powers debated

The plan would require three of seven appeal judges to recommend review before any petition reaches the high court, potentially barring many appeals. The proposal faces opposition from several justices and figures across the political spectrum who warn it could restrict civil rights and environment cases and other liberal causes.
